She previously worked as a Legislative Analyst for the Centers for Medicare and Medicaid Services (CMS) Legislative Office, where she responded to Congressional inquiries regarding Medicaid issues, and for the Department of Health and  Human Services (HSS), where she acted as a Liaison between the Agency and Congress. At the HHS, Ms. Bearden cleared rules and regulations, analyzed proposed and passed legislative acts, and provided the Administrator with various policy/legislative information and Congressional correspondence.

Ms. Bearden received her Masters of Public Administration with a concentration in Health Care at James Madison University. She received a BA in Political Science from the University of Mississippi, and is a licensed Life and Health Insurance Consultant.

Ms. Bearden contributes to the annual Segal Health Plan Cost Trend Survey. Ms. Bearden also speaks at the State and Local Governments Benefits Association.
