Neil is a Vice President and Senior Health Actuary, affiliated with Segal’s Toronto office. He is the Health Practice Leader for Canada and provides actuarial advice to several multiemployer life and health trusts.

Neil has 16 years of experience in employee benefits consulting to multiemployer life and health trusts, single employers and individual plan members. His areas of expertise include group benefits plan design and pricing, multiemployer life and health trust funding strategies and predictive modeling of future costs, and actuarial valuations of post-employment non-pension benefits for funding and financial statement purposes.

Before joining Segal, Neil ran his own actuarial consulting business, Chicoine Consulting Inc., which he founded after working for Westcoast Actuaries Inc, an independent actuarial consulting firm in Vancouver. At Westcoast, he was a Consulting Actuary focusing on health benefits. As a qualified Expert Witness in the Supreme Court of British Columbia, Neil also provided legal support on actuarial cases. Earlier in his career, he was an Associate with Mercer, and he began his consulting career at Aon.

Neil graduated from Simon Fraser University (Burnaby, BC) with a BS in Mathematics.

Neil is a Fellow of both the Canadian Institute of Actuaries (CIA) and the Society of Actuaries. Since 2019, he has been a member of the CIA’s Project Oversight Group on the Impact of Disability on Earnings. From 2017 to 2021, he was a member of the CIA’s Actuarial Evidence Committee. Previously, he was a member of the Actuarial Standards Board Designated Group on the Review of Actuarial Evidence Standards of Practice, and a member of the Society of Actuaries’ Examination and Education Committee on Canadian Employee Group Benefits.
